Alicia Bárcena issues open letter on first anniversary of the Escazú Agreement

On the first anniversary of the adoption of the Escazú Agreement, Alicia Bárcena, ECLAC Executive Secretary, issued an open letter urging all the countries of the region to sign and ratify it as promptly as possible. In such letter, she stated that 4 March is a historic day for environmental democracy in our region. Exactly one year ago, 24 countries of Latin America and the Caribbean adopted the Escazú Agreement in Costa Rica, giving the world a lesson regarding regional multilateralism for sustainable development. Ms. Bárcena also reaffirmed that the Escazú Agreement is a tangible demonstration of our region’s commitment to more egalitarian, more just and more sustainable development.

Furthermore, to mark the 4 March, the Governments of Costa Rica and Saint Lucia (through the OECS), published press releases. In addition, a Webinar was organized by the Universities of Los Andes and Rosario and Asociación Ambiente y Sociedad and the side event Escazú and Beyond: Strengthening the Global Normative Framework on Protecting Environmental Defenders was held at the Human Rights Council, organized by Civicus, DefendDefenders, Article 19, FrontlineDefenders, Global Witness, ILC, groundWork, CIEL and HRW.

Observatory on Principle 10 in Latin America and the Caribbean launches new design to mark the first anniversary of the Escazú Agreement

To mark the first anniversary of the adoption of the Escazú Agreement, ECLAC launched the new design of the Observatory on Principle 10 in Latin America and the Caribbean, with greater resources and graphic material. The Observatory on Principle 10 analyses legislation, policies, jurisprudence and treaties that guarantee the full enjoyment by all persons of the rights to have access to information, public participation and justice in environmental matters, as enshrined in Principle 10 of the Rio Declaration. It also contains sections on Biodiversity, Climate Change, Certification, Cities, Environmental Defenders, Environmental Education, Energy, Environmental Assessment, Gender, Mining, Indigenous Peoples and Pollutant Registers.

Escazú Agreement is highlighted in report of the UN Special Rapporteur on human rights and the environment

In his last report to the Human Rights Council, the Special Rapporteur on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment, David R. Boyd, focused on the right to breathe clean air. He also described the negative impact of air pollution on the enjoyment of many human rights, in particular the right to life and the right to health, in particular by vulnerable groups. He also recalled that the right to a healthy environment has been recognized by a majority of States in their constitutions, legislation, and various regional treaties to which they are parties. He highlighted the different State obligations in relation to the right to breathe clean air, which are both procedural and substantive, as well as the specific obligation to protect people and groups in vulnerable situations. In his analysis, he also underscored the Escazú Agreement and particularly its article 4, which reads that “each Party shall guarantee the right of every person to live in a healthy environment”.During his presentation to the Council, ECLAC delivered a statement welcoming the report and referring to the articles of the Escazú Agreement that are more relevant to ensure the right to breathe clean air.

Regional workshop on instruments for the effective and coherent implementation of the environmental dimension of the development agenda takes place

In San José, Costa Rica, from 5 to 7 February 2019, the Regional workshop on instruments for the effective and coherent implementation of the environmental dimension of the development agenda was organized by the Government of Costa Rica and ECLAC.

With the aim of supporting the countries of Latin America and the Caribbean to develop economic instruments for environmental management, government representatives from the region analyzed mechanisms that facilitate institutional coordination and policy-coherence to achieve the 2030 Agenda on sustainable development and implement the Escazú Agreement.

The event was aimed at Government officials, seeking to strengthen their capacities in environmental economics, through lectures, case studies and practical analysis as well as exchange of experiences among participants.
