High-level signature and ratification ceremony of the Escazú Agreement at the 74th United Nations General Assembly

In the framework of the general debate of the seventy-fourth session of the General Assembly, a specific space will be devoted for authorities of the countries of Latin America and the Caribbean to sign and/or ratify the Escazú Agreement at the highest level possible at 10 a.m. on 26 September 2019 in the Treaty Event Area (“Kuwaiti boat”) in the General Assembly building.

The Escazú Agreement one of the four environmental treaties highlighted by the United Nations Secretary-General in 2019 in support of the 2030 Agenda on Sustainable Development, together with the Paris Agreement and the United Nations Convention to Combat Desertification.
The ceremony will take place in a key week for multilateralism for sustainable development at United Nations headquarters in New York. The Climate Summit and the SDG Summit will be held on 23 September and 24-25 September, respectively. Furthermore, the SAMOA Pathway Review will be undertaken on 27 September.
The Escazú Agreement is open to the signature and ratification of the 33 countries of Latin America and the Caribbean at United Nations headquarters in New York.

First meeting of the signatory countries to the Escazú Agreement will take place in San José, Costa Rica

The first meeting of the signatory countries to the Escazú Agreement will be held on 11 and 12 October 2019 in San José, Costa Rica. The meeting will take place immediately after the prepatary meeting of the 25th Conference of the Parties of the United Nations Framework Convention on Climate Change (preCOP25), also convened by the Government of Costa Rica.

Pursuant to the Final Act of the Ninth Meeting of the Negotiating Committee of the Escazú Agreement, which adopted the final text of the agreement, the First Meeting of the Signatory Countries to the Escazú Agreement will address those matters that shall be discussed at the first meeting of the Conference of the Parties, namely: (i) the rules of procedure of the Conference of the Parties, including on the modalities for the significant participation of the public (article 15.4a); (ii) the financial provisions necessary for the functioning of the Agreement (article 15.4b); and (iii) the rules relating to the structure and functions of the Committee to Support Implementation and
Compliance (article 18.1). Strategies and partnerships for the early entry into force and implementation of the Agreement will also be discussed.

The Environmental Legal Clinics Alliance issues a public statement on the Escazú Agreement
|

|
In the framework of the 1st Regional Congress of Legal Clinics “from the streets to the courts: the reality of clinical education in Latin America” organized by the Faculty of Law of the Pontifical Catholic University of Peru (PUCP), the first meeting of environmental legal clinics took place on 8 and 10 August 2019 with the participation of Faculties of Law of Universities in Argentina, Brazil, Colombia, Chile and Peru.

As the outcome of such event, the Environmental Legal Clinics Alliance issued a statement in which it called on the States of Latin America and the Caribbean to sign and ratify the Escazú Agreement.
The Environmental Legal Clinics Alliance is composed of universities from Argentina, Brazil, Colombia, Chile and Peru, and has as its aim to foster legal education in defense of cases of public interest in environmental matters.

The Escazú Agreement is highlighted at the High-level Political Forum, the Caribbean Youth Environment Network Summit and different activities in the region
|

|
On 15 July 2019, in the framework of the United Nations High-level Political Forum, the side event "Establishing environmental rights for the most vulnerable" took place. The event was organized by World Resources Institute, Government of Costa Rica, UN ECLAC, The Access Initiative, Namati, CIVICUS-World Alliance for Citizen Participation, DAR-Perú. Special attention was given to the Escazú Agreement as an innovative legal instrument to ensure environmental access rights.

Furthermore, between 9 and 13 August 2019, the Escazú Agreement was highlighted at the 13th Caribbean Youth Environment Network (CYEN) held in Georgetown, Guyana, under the theme "Building the resilience of the Caribbean through effective youth engagement and participation."
